You could use Process Explorer. Sort the processes according to their input/output rate. Process Explorer also provides a graphical display which might provide hints when and how long excessive HDD access occurs.

To create such a (GANTT) chart, you would probably need not only the start time but also the end time or duration for every task. This information is not available up-front under Windows. So, if you know the durations from experience, you'ld have to assemble the data for an external charting tool like sourceforge.net/projects/ganttproject

The GUI is at least helpful to check what you have scheduled by other means. It also shows the available parameters to configure a task. But "schtasks /?" should also be a good start.

The GUI for task administration is started by "taskschd.msc" for Windows 7 Enterprise. It might not be available for all Windows variants.
