I ended up partially moving files off the hard drive and restarting the conversion process. It worked! I didn't need the defrag/transfer/resize procedure after all.

Thanks for weighing in. I should note that I also have a NAS to temporarily move my files to. However, writing ~300GB of data to this thing over wireless takes ages. It looks like the alternative is way too elaborate and risky, so I think I'll take the NAS option. I'll see if I can get a wired connection to the NAS to get better speeds.

Might as well format to NTFS then. The point is that I don't want to lose my data. The external hard drive is bigger than my internal drive, so copying the data to my internal drive is not an option.

Honestly I don't remember if the problem existed with the pre-installed driver. Chances are that I immediately ran Windows Update or downloaded the most recent version from the ATI website to get the best performance. I think I'll revert to the most recent ATI driver. This should fix the Premiere Elements issue but might reintroduce the "driver restarted" issue.

I could be wrong, but I do think I'm using version 10 (screenshot). I don't have any messages in the Action Center, but I'll check if I can find a chipset driver on the HP site.

I haven't seen the "Windows has rebooted the driver" tooltip since then. I don't think the performance has improved in Guild Wars 2. I get this warning message when starting Premiere Elements 10, it is laggy on non-HD video with Aero off and some "Adobe XYZ has crashed" messages pop up during its startup. I've captured my driver info.

I've uploaded my Experience Index score and the Graphics tab in dxdiag. The exact card I have is called ATI Mobility Radeon HD540v. Now that I think about it, I get a "Windows has rebooted your video card driver" about once a day. I will now try to download the most recent graphic card driver from HP, as opposed to the most recent driver from AMD. Perhaps it has been optimized for my laptop?
