Ah, your problem isn't related to service packs, it's related to the media source. To reinstall an OEM version of Windows, you should use installation media provided by the manufacturer, or else generic OEM media if you don't have the original. You can still use an off-the-shelf disk, but you will need to call the activation hotline and activate manually by phone for that to work; you cannot do automatic internet activation if your key doesn't match the media being used.

Do they get installed automatically though? I keep seeing definitions released daily but not checked for "install automatically"; they're always under "optional updates". Is there a way to force them to always download automatically?

@digitxp, that's not actually the case in Windows 7. You can install using any media you want, but if it isn't OEM media from Acer, he would have to call Microsoft in order to complete the activation, and explain to an activation rep. A disk with a signed Acer OEM SLP pre-activation would be more convenient, but any disk would work.

How to install from a USB drive has already been covered by this question. There is no official way to just download a Windows installer if you are not an MSDN or TechNet subscriber, as explained in this question, so you will have to either buy legal media or borrow it from a friend. The instructions found here on how to install Home Premium using an Ultimate disk apply to Starter Edition as well; you may need that if you can only find a disk for a different edition.
