I think so, but you will have to change the decimal separator too. Otherwise a number like 3,400 might be three thousand four hundred, or it might be 3 and 400 in a list of two numbers. To change the regional settings see office.microsoft.com/en-001/access-help/…

This seems like a pretty drastic action to take without doing more debugging first. A driver update might correct the problem with a lot less work. Also, I don't understand the comment "reformatting was faster than beating myself up with dozens of re-installs." Didn't you have to reinstall everything after reformatting the drive?

@Dennis: I agree. Still, I don't understand how a memory problem would cause the computer to slow down. Maybe that's just a coincidence though. The shut down is certainly consistent with a memory problem.

Although there is a good chance this is a memory problem as other answers state, its also possible the CPU is overheating and causing the problems. See superuser.com/questions/775/how-do-i-clean-dust-from-a-computer.
