If you are sure that the files are of no use then it's OK to delete them as far as I know. I've cleaned up files and folders created by other users without problems many times. It's unfortunate that Windows doesn't provide some way to do this as administrator, since left over data from deleted users can take up a lot of disk space.

As Dan-o points out these settings will affect all folders and files. It's probably best to restore them to their previous settings after you finish working with the files in the recycle bin. The settings don't cause any harm, but they reveal files and folders that you probably don't need or want to see most of the time.

Note that this won't change everything to black and white. Web pages will still have some colour, especially pictures and video. Word appeared to do a better job.

I'm assuming from your comment on ekaj's answer that you would like a black background with white characters. The built in themes don't seem to have a theme that matches that well, but High Contrast Black seems like a good starting point. After selecting that, you will have to use the Window Colour dialog to change the rest of the text, etc. that isn't white to white. The High Contrast White theme is all black and white, but the background is white and I expect that that will be too bright for your needs.
