That's incredibly frustrating. It seems like there's got to be some local reason that this doesn't work. I tried running tracert, and it actually does get to the host after some fumbling: paste2.org/p/2063395 It looks like it's not getting a response on the first few tries from what I assume is my ISP gateway but then finally finds something. I am wondering if it could be a problem with my local gateway giving up too soon, as opposed to tools like ping and tracert that have much large timeouts. I might also be talking out of my ass though.

I added the information you asked for in a second edit. The CPU overheating is the only thing that makes sense right now but it shouldn't have a problem, as it was working fine a few weeks ago before the PSU failed.

Well, the user did tag the question as windows-vista, and in my experience it's rare to find vista running on anything other than NTFS, so it's still a fairly valid answer.

That program worked. Turns out somewhere along the way the bootloader had lost what drive Vista was on, and I was able to fix it.

If you read the question you'd note that finding Vista's entry is not my problem. It appears exactly as you said, and Vista is in 7's bootloader. The problem is that Vista doesn't boot.
