comment Using multiple screens with very different DPI simultaneously in Windows 8.1?
This is a confirmed issue with VMWare Fusion. Their support and engineering staff is aware of this issue - no idea when they will be releasing a patch.

I've emailed VMWare support incase this is a VMWare issue too. I'm on VMWare Fusion 6.0.2 - will post back if something works.

Have you tried it? It doesn't work - both with or without the "Let me choose one scaling level for all my displays". Note that I need it run both my displays simultaneously. What I see is exactly my original issue i.e. both displays tuned to either low DPI or high DPI - not to DPIs optimal for each.

comment Email 'rules' for Outlook.com and Outlook 2013
Do you know how I could reframe the rule so that it becomes a server-side rule? It's a very simple rule, probably as basic as a rule can be, so I don't understand why it should not run on the server.

@techie007: Good point. Outlook 2013 was open while I was logged into Outlook.com (OWA?) when those screenshots were taken. So I guess the response is it doesn't change anything :/
