This seems to be a common feature on laptops now. My Lenovo X220 for example adjusts the CPU speed based on the power source. It also has a "boost" feature that 'overclocks' the CPU (but not outside its thermal design limits) in some circumstances.

Why can't your computer install an OS using USB or CD? Is it broken, too old or what? All PCs made in the last 10 years can boot off USB, and all PCs since about 1995 can boot from CDROM.
