It may be useful to note that pressing Alt+Print Scr will copy the currently focused window to the clipboard, rather than the entire display.

ah, my mistake, I was trying set fileencoding. +1 this method is convoluted, but the strongest answer so far (especially since I had gvim already installed).

the ga command in gVim is nice, but the problem I'm getting now is that the character is turning into a regular question-mark "?" (unicode 3F) when I paste it in... what gives?

The use Keyboard Shortcuts, click Add, and "Task Manager" and put gnome-system-monitor in the command box, then assign Ctrl+Alt+Del to the newly created item.
