You could fill the entire column with a formula and make it not display anything if the row it's on is empty. Otherwise if that's not an option, I'd say you'd need VBA.

Is the column freq sorted? You could use an array formula for that, but it'll be easier if it is sorted.

I find it hard to understand what you are looking for. Your formula does not 'look for a string of text inside a cell', it only checks whether it's blank or not. Next, what if the three cells are not blank and contain different words? What word should be taken to the final column?

@user339937 SMALL will return the nth smallest value from a set of values. It is being applies on row number, not on the actual data. And for the other part, make sure that the ranges are correctly changed. E.g. $C$1:$C$6 might become $C$1:$C$500 and you will need to change this everywhere in the formula.
