You need to use an absolute path for the output file, as I just said. With your latest cron job alldatabases.sql.gz will be saved on the system root. The shell redirect operator works on the current directory, which at least for a root cron job is going to be the root directory.

In any sane program, dry-run means that the command will not change or remove anything which was already on the system before the command was run. So I'd say this is very much expected behaviour. See man rsync for details.

For your own safety you should use set -o errexit -o nounset at the top of the file. This will also make the exit 0 at the end redundant.
