I have installed a program in my Program Files folder, and I'm modifying it. This is my own program I want to configure. Besides, I do want to deactivate it, that's my question. I know the risks. Disabling UAC doesn't solve the problem. I wouldn't have asked otherwise. @Kniuckle-Dragger : Good try, but it's only for Explorer ? What about the Full Admin Authorisation Package ?

I'm still confused with the use of your $B2, rather than only "B:B" or "B1". I don't even know why B1 works. But still ... your answer is good.

Well. Using your answer I managed to get my result with the formula : "=NOT( AND( B1 >= TODAY(); C1 = "NO" ) )" and Range : "=$B:$B". So it needed a little bit of modifications.
