comment How to change permissions on a folder when the owner doesn't have read access and no one else has change permissions enabled?
Have you ensured they have administrator permissions on the machine hosting the shared folder? Have you tried adjusting ownership and permission to the folder directly, on the server that's hosting it?

comment Can my boss see what sites I visit when using a vpn from home to the office?
VPNs can be set to either pipe all traffic through it, or just the traffic for that domain (research "Split Tunneling"). We can't possibly tell you which one your VPN configuration is using. If you trace a route (ie: using tracert) to a site you're visiting, you can see if it's going through the VPN or not. If it is, then they can see you just like you were in the office.

comment How to change permissions on a folder when the owner doesn't have read access and no one else has change permissions enabled?
Are these folders on a local Windows machine, or are they on a network share? If they are on a remote computer, do these users have Administrator permissions on the computer the folders are located? When you try to change the ownership on the parent folder to one of the Administrator users in question, what is the actual error message you get at that point?

comment Not seeing “Accepting Task” popup when accepting task requests
If the problematic user logs into a different computer and uses Outlook from there, does it behave the same way? Does User2 have extra permissions granted (at the server) for accessing User1's mailbox and/or sending on their behalf?

If you didn't, do it form an account that has administrator permissions. Also, you need to take ownership first, including "Replace on subcontainers" option (I'll edit this into my answer).

comment Cannot print from Microsoft Office (other programs work fine)
Does it work as expected if you log in as a different user? If you install a different printer (like say a virtual PDF printer) can Office print to it?

comment Laptop goes to sleep when lid is closed and disconnected from power
You title talks about closing the lid, yet the body is talking about removing Power. Also, removing power form the laptop shouldn't put it into an idle state.. So I'm confused...
