@SencerH. - there are no speakers attached (just PC speaker) and only the sound-card built into the motherboard.

Ultimately I had to roll the system back to a system restore point from about a week ago, and then everything worked fine. Not sure why I got the down-vote though...

I did see that other question, and I have IPv6 disabled. Also, this is all IPv4 network. You're right that it could be raw sockets, but I'm not doing anything like that. Just a regular ping, and that works fine on another computer without running the command prompt as an administrator. I turned off the firewall.

comment Running Tor relay on personal server: can this hurt?
I had a similar problem after configuring a Tor relay (not an exit node). My bank blocked our IP within a couple of days. This is a way governments and big corps could discourage running a relay - just get lots of sites to blacklist all Tor relay IPs.

+1 for "much more time". The file system wasn't designed with zeroing out data as a requirement, but it was designed to be as fast as possible.

@MaQleod - it's not readily reproducible. Opening the same report again and printing it a second time seems to print it just fine. Also, on other computers it doesn't seem to happen. I don't have the option to open the report in a different viewer because the PDF is streamed from a report server and opened in Internet Explorer.

It was a corporate firewall setting, though we can't explain it. It was configured to allow HTTPS on 443, but through a proxy. That was allowing pages but not individual images like this. When we changed it from a proxy to straight packet filter rules, it worked.
