Spoke too soon. It works if you run the shell using the full path: /bin/sh -c '...'

Excellent tip -- although there is no "verbose" option on my udevd. udevd --debug was all I needed to track down the problem.

I had considered that as well, but it doesn't make any difference.

You're right! I hadn't considered that numlockx requires an X environment. Unfortunately, although setting the DISPLAY gets rid of the error message, it doesn't work -- either in the console or through udev.
