Don't see handles. Tried reducing screen resolution and it still the same. What will it tell us if the toolbar is okay in Safe Mode? I'm hoping to find a setting that turns this on or off.

Nope. Clean install of Windows 7. It is running on my Mac and I'm using Parallels. parallels.com/products/desktop
