That's correct; if you look in the details of what it's actually doing, it runs non-destructive tests of everything before it actually takes any action.

they should work regardless of the state of the hard drive; when I worked at a computer repair company and we got laptops back from HP, they'd often ship us blank hard drives to be replaced and we'd use the recovery disks we had to restore the system. Any idea what the error code is? do you have a plain XP/Vista/7 (whatever the operating system is) disk?

In reality, it doesn't mean that there is a "problem" with DHCP; it just means that it was unable to get an IP through DHCP and automatically assigns itself an IP in the 169.254.0.0/16 range. It's APIPA (Automatic Private IP Addressing) and it IS a standard that is supported, even on the iPod Touch/iPhone (and really, on most any networked device).
