The drives are designed to be hot swapped, but what if the hard drive needs to be unscrewed in some fashion - and then the screwdriver slips and touches a couple of leads or pins on the motherboard? Regardless of SATA spec, opening your computer case should generally be done powered OFF.

My work laptop running XP boots to 288MB in use, with 56MB being AV software providing real-time protection. I don't have any active systems circa 2001, though when I decommissioned one of my home systems with 2001 hardware in 2009, XP still booted and ran just fine with similar memory usage. I wanted newer hardware to handle more intensive programs, XP itself worked just like new. Keep a system clean and it will keep working for you. I don't let anything but AV software load on startup.

The need to reset the cable modem to work with a new MAC address is unrelated to the DOCSIS standard, this is a provider specific configuration. For example, Excite@Home issued IP addresses based on the host name (CP########) using DOCSIS modems. While resetting the modem may help, tying it to the DOCSIS specification is incorrect.

I seriously doubt that the driver that ships with a card is going to be an untested one. The 2 cases I refer to involve a driver causing the card to lock in a low power mode, crippling performance. Another case caused the framerate in games to be abysmal. A manufacturer won't let something like that out the door. They will ship with a stable driver that lets their product run smooth. Should a problem arise, that will be a lost customer in the future.

Had a similar question pop up here for Windows. A way to make that work was to disable the USB root hub the device was connected to and re-enable it, which then initialized the usb stick. A similar methodology may work for this issue, I just am not familiar with the OS in question to guide you through a similar process.

A common method for cable modem providers to issue IP addresses is based on the MAC of the computer. (@home used the computer name) A modem will retain that MAC information for as long as it remains powered on. Thus, whenever you switch what you hook up tot he cable modem, it will need to be reset.
