I'm not on the dev channel actually. Chrome definitely updated itself - the scrollbars got their arrows back.

I highly doubt someone would accidentally enable that flag. This coincides with me definitely NOT enabling it 4 days later, so it may be a Chrome update.

@Ramhound: yes, I have. I haven't installed anything new. Chrome crashed, then when it restarted - boom this annoying change. I hadn't messed with chrome://flags either. I assume there was an update, though I don't have a precise recollection of the version number prior.
