I've checked the file and the permissions look fine to me. I've added the permissions details to the question.

Cool I didn't know about those. I've checked both accounts and the language settings are the same. On the Fonts screen the font doesn't appear so I'm not able to show/hide it. I've updated my question with more info.

So even though I was able to boot from USB, turns out Chromium won't run on my laptop. It needs PAE instruction support which isn't included on the old Pentium M CPU. I was able to use xPUD instead, which seems to be a nice reliable minimal OS which I can put on a small USB flash drive.

The machine doesn't have SP1 on it so that figures :) The C:\Windows\SysWOW64 version works good though.

Despite getting answers that enabled me to load the DSN tool, it kept crashing everytime I used it. I found a tool by the same name under C:\Windows\SysWOW64 which isn't crashing.
