AFAIK a vanilla (completely clean) install of XPSP3 will indeed peak at 1.5GB, but once you start throwing years worth of updates at it the size will increase dramatically. 12GB does seem a bit excessive though.

@Shark, Really? While Windows does have some background processes (windows update, etc) the effect is probably not enough to have an impact (and certainly not enough to warrant a OS change).

you could use uNetBootin unetbootin.sourceforge.net to screate a live USB stick, then boot from that and install VirtualBox virtualbox.org and virtualbox.org/manual/ch02.html#id352309 inside it. Then you'll need to install a Guest OS in a VM by following virtualbox.org/manual/ch01.html#id369980. Good question though, I may try it myself and write up a tutorial.
