Wallpaper in Windows 7 locked down by domain group policy? As @William said, its there for a reason. Even if you do mange to get into the reg and change the key, policies tend to update every half hour or so, so this will just revert it back |

Getting more from an electricity monitor I've updated the the post with info on the unit, i classed it as power management as like @Shinrai said i couldn't see anything else to put it against! |
