comment Why won't cmd exit after execution of batch file?
It's two years ago since I wrote this - normally I'd try something before posting, but had a different OS back then. Just tried in Windows 8 and it does not work - using the extra "" works. I'll edit the response so it's up to date. Thanks.

maybe you could try piping it to grep -v? ls | grep -v ".o"

comment Is there a Windows exe that does nothing?
To do what the Op wants, use timeout like this "timeout /t 0 > nul:" - which will run the timeout command without any output and will quit immediately.

comment Mounting my HDD as my C:\Users breaks my accounts?
The second link is where I'd go for this - using the Sysinternals Junction command to create junction points for the folders you want to redirect (I've done this with folders such as SoftwareDistribution for the Windows updates, Anti-virus definition updates, Backup logs/databases etc).

And as techie007 says above, make sure you can display a simple static html file, e.g. index.htm, before you go much further

Also under Control Panel -> Programs and Features -> Turn Windows features on or off, make sure you have ASP (as well as ASP.NET) and Static Content selected - they're under IIS, World Wide Web Services...
