@Mothermole1, efficiency works the other way around. The rated wattage is what it can supply internally, but the efficiency means it will draw more from the wall.

I guess the thing to make clear is that while people often use TDP as a handy ballpark for how much power a CPU might consume, it's not actually a power consumption rating.

I think you will only hear beeps if you have an onboard speaker plugged in (like one of these: cdn.overclock.net/b/ba/ba4225be_speaker.jpeg). Otherwise there's nothing to make the beep. Try a different stick of RAM if you can.

@ilkhd: no, not usually. But without knowing the quality do you assume the best or the worst? If the new machine needs 700W as David suggests, will the old one handle it?

David, it might also help if you can specify what parts will be in the new machine. A 50W dual-core using onboard graphics is a lot different to a gaming machine with a 300W+ graphics card. In particular, if you are intending to run dual cards, I would be very wary.

I imagine it would be pretty rare to actually go bang or anything at normal loads, but as the capacitors age I believe the quality of the power they can deliver (regulation, noise/ripple) as well as the total maximum power will be reduced. Poor quality power may subtly damage components over time or cause instability in the system. (At least, that's my understanding. I'm no expert on PSU internals or elec eng).

Is this your PSU: solidgearusa.com/en/product_4/40. If so it's pretty horrible (no 6-pin connectors O_O, barely 300W on the 12V rail). While it may not be the cause of your immediate problem, get a good quality power supply if you want to run a high-end graphics card. Seasonic, SuperFlower, Enermax, FSP are just a few that are generally very good.

Can you list all the parts in the machine? A dead power supply is a strong possibility as well. Have you tried it set up outside the case (with motherboard on a non-conductive surface like wooden tabletop or cardboard) to remove shorting as the problem?
