Boot.ini is pure OS level, you can't modify this without having the OS installed. Plus, Windows 7 doesn't uses another bootloader than XP. There is obviously nothing wrong with the MBR since it starts booting. The BIOS settings would only need to be modified if you plan on installing XP.
