Does Win+Tab (Windows Aero "Flip") not work on Windows 8? This would seem to do what you want on Windows 7... cycles through all (incl. minimised) windows, showing you a large preview of each.

What server-side language are you using? Content-Disposition is certainly the way to go (as already mentioned), but that solution on WordPress/.htaccess is not necessarily correct. The Content-Type should not be set to application/octet-stream, in an attempt to fool the browser. (Not sure why this question was migrated from Webmasters, it is programming related, entirely to do with the HTTP response headers as sent from the server.)

Where are you copying them from? If you are copying the link from the browsers address bar then most browsers will fully qualify the URL as it is copied (although this might not be shown in the address bar itself). However, Opera allows you to show the entire URL, so you can copy just the part of the URL that you require.
