I've found it can take a while (a minute or two) for some Chrome processes to finally close after closing the application itself. Also, do you have "Continue running background apps when Google Chrome is closed" checked in advanced settings?

Although if the sysadmin requires that you need root perms to manage the settings via the GUI then it would be reasonable to assume that you would also need root perms to write to the underlying config files?

If there is JavaScript on the page then this will run when you go back to that page - this could do anything, including communicating with the server (AJAX). This could certainly override the browser cache.

@AndersonGreen: I think you need to do this manually. The video mentions, "simply click the TMT arrow to pop them to 'Suspended Tabs' column, they are saved across sessions. Video and form states aren't saved though.". You then need to "click on a suspended tab to see them restored."
