@Psycogeek, IE is what is saving the file with the wrong name, yes. It appears to do it for any unsafe file (.exe, .msi, .vbs, et al.). Unless the user explicitly renamed the file, it would remain named with an underscore in lieu of the ..

@Paul, yes. Though it seems unrelated, it was the cause of the issue. I believe it is similar to the support.microsoft.com/kb/2549423/en-us issue, but instead of HTTPS preventing the file from being saved, a sharing problem prevented it from being saved.

Worked fine on Win8.1 x64, so I would assume it should work fine on Win8. Keep in mind that the setting listed is actually part of group policy, and should be set as such. If you have a conflicting policy applied, it may be overwriting your value. You also must restart explorer to have the value take effect.

That is what it is designed for. Set it to start the modern UI for Chrome, and if you want to lock it down further, use one of the "Disable address bar" extensions for chrome (superuser.com/questions/652377/…)

If it shows no temp files are available to be removed, then the file you are referencing is in use, and cannot be deleted. Use ProcExp (sysinternals) to see what process has it open, close that process, and try again. Based off of TrustedInstaller, my guess would be that it is something with Windows Update. Make sure you have all updates applied, and that there is not something that needs to be done in the Windows Update control panel.

That is walking on narrow ground, especially with "Including, without limitation" giving them the ability to declare most things against the ToS. Firewalling could be argued as redirection, and I would be willing to bet that you, directly or indirectly, got that byte sequence from packet sniffing or reverse engineering.
