I suppose that in theory, a CPU could run slower as it ages if the cooling mechanism doesn't cool as efficiently as it used to (maybe the fan breaks a little and can't reach top speed), I think some CPUs can automatically scale back their clock speed if they detect they are too hot. Note that this doesn't mean the CPU itself is aging into poor performance; in this scenario, replacing a bad fan would probably allow the CPU to run as fast as when it was new. I don't have any references to back this up though, but it seems plausible to me...

@Ramhound: My CPU is on the "supported CPU list" for this motherboard: gigabyte.com/support-downloads/cpu-support-popup.aspx?pid=3934 ...since BIOS version "F1", whatever that means. How would I know what BIOS version I currently have? Would trying to boot with no CPU installed help?

I may try running outside the case tonight, as well as any other tips I collect today. Otherwise, I think I may have to take the motherboard and CPU back to the shop to see if they can diagnose this.

Tried with no RAM, nothing different. I don't have another CPU of the same kind to test, though I'm considering taking the motherboard into the shop to see if they can get it to post. I would have thought that a bad CPU would still cause some kind of error at post. How would I positively verify if the CMOS battery is good?

I tried resetting the CMOS (removed the battery, and closed the jumper). There's no separate jumper for enabling onboard video, so I assume it's already enables. No beeps when connected to external speakers. I haven't tried doing this outside the case, but the case is not new, and there were no problems with the old motherboard.
