I wouldn't say "where" is failing; its spec is to search the current directory then the PATH for files matching the search pattern, not commands. It should be available from Vista and above.

@Bob I saw a comment to that effect. I know that it's writing to drives other than C or even drives with pagefile. It could perhaps be the drive with the highest percentage freespace.
