So the box in question is a rack you are remoted into, and you're downloading to the rack? Is it a virtual machine or dedicated? What linux distro are you using? Is cpu usage perhaps the bottleneck? (Unlikely but plausible if you're in a shared space, check top). Any other users remoted into the machine and using bandwidth?

Have you tested at different types of day (non-peak times)? and with different machines?

Please explain how the 2 routers operate. Why would turning them off enable you to get a wireless signal? Do you mean you reboot them? Is one of them merely a signal booster?

Probably a good time to change the SSID, so you can immediately tell if you're connecting to the rogue network. Whilst you're at it, make sure you're not using WEP.

Probably not the cable. "Sometimes" is the biggest clue; to me that implies it's some electrical issue rather than an "auto-detect speakers plugged in and mess with display settings" software problem. Does it reproduce twice in short succession? Try grounding the jack first (touch it against metal part of a radiator).

Your first statement is correct, but presumably you're loging-in with the same account. They will match based on that, find that the account logged in from a banned VPN-IP some time-period ago, and decline the login. (I assume)

Yes, but they will have records of your VPN-ip from your previous connection.
