This server requires ~1300 kByte file size. This is far from "very small file size" since you have to count all the DLLs that are used only by this server and have to be added to the device.

@ryder Hmm, do you think that Wireshark intercepts the send process? Wireshark is informed by libpcap that the driver has sent a packet. Intercepting is a feature that has be discussed at the Wireshark mailing list, but it has never been implemented, since libpcap doesn't provide it. Wireshark monitors and doesn't intercept or replays anything.

I didn't asked how to register a 32-bit DLL on a 64-bit OS but to register in COM+ or in "Component Services". That should be done in Control Panel.
