Of all the explanations I found searching online, this is actually the correct one. Unbelievably, MS found yet another way to shoot themselves (and us) in the leg! So many things were screwed up since Win XP.

Your second suggestion is just running the control panel applet - so not saving the while multi-dialog sequence. Anyway, I was actually looking for the progname of that applet, so +1 for that. You can type cttune in the search box of the start menu and the applet will be found.
