XP Mode is only available for Windows 7 Professional, Enterprise, and Ultimate. If you have Home Premium/Basic, you'll have to download and set it up yourself, and supply an XP CD and License Key.

What version of Windows? Does it work on other versions of Windows than the one you're using? Do other .NET 3.5 applications run? If not, you may have a corrupted installation. If that's the case, you'll have to uninstall (or if it's bad enough, run the .NET cleanup utility: blogs.msdn.com/b/astebner/archive/2006/05/30/611355.aspx), then reinstall.

You do not need to reinstall windows for a CPU upgrade. The only time where a reinstall is commonly done is when a different motherboard is installed (although if it uses the same or similar chipset, you can usually avoid a reinstall).

You're going to be hard pressed to find something. Apple, by its nature, is very proprietary. Heck, even Winamp doesn't support iPods. You can try some of the tools here: en.wikipedia.org/wiki/List_of_podcatchers , but if you really want OSS, you're going to have to ditch that iPod and go with something else.

There's a balance that has to be struck with the number of connections that are initiated by your torrent client. Too few, and your download/upload speeds suffer. Too many, and you start seeing networking issues. Using a PC as a router will not solve this issue.
