Yes, both are enabled. But the offline files problem also occurs for profiles that are not roaming, such as my own. - Does offline files need to be on for folder redirection to occur?

The users affected do use Chrome to get around it, but there are some things that don't work in Chrome so they tend to prefer IE (I know, idiots :) ) I was asked to get flash working in IE to make things a bit easier.

I'm not trying to ignore it. I'm trying to get flash to work for the user it needs to work for. So if it's per machine then the issue is that flash isn't working after being installed.

I'm assuming it's to prevent abuse of the full screen feature by sites that wish to prey on inexperienced users (such as those who may not know how to come out of full screen mode) and show ads or do something malicious.
