@Ryan It probably depends on what version you used; some versions may not check as strictly or there is already a workaround for this issue. (It could for example simply cap the bitrate internally without complaining.)

Well, I am surprised it doesn't work—after all, the idea seems simple enough. But perhaps the templates are cached somewhere else? (Or, as mentioned, I simply screwed up somewhere. I'll try it again tomorrow.)

What you're seeing is normal. Like I said, if you do not use -k, then apachectl will handle the commands itself, but it does the same as httpd. If you use -k, the command is passed on to httpd as-is.
