For the record, OC Guru settings are such that extclk values defined as: Quiet=272, Normal=280, Turbo=288 (MHz). I now recall that back then I opted for quiet operation which underclocks the system. So this clearly isn't it. I am beginning to suspect a bug in Windows 7 system drivers (because this problem never happens on Ubuntu), but ABIT has been out of business since 2009, so I guess I am out of luck.

"Maybe reinstall Windows"??? Sorry, this is not an option. I think you were onto something (tweaking some voltage due to Windows 7 being pickier than Linux for some strange reason). But which voltage? VCore? DDR2? MCH 1.25V? ICHIO 1.5V? CPU VTT? DDR2 REF? ICH 1.05V? and to what value?

@Arturski Yes, I logged into safemode and ran sfc /scannow and got "Verification 100% complete. Windows Resource Protection did not find any integrity violations.'

Are you familiar with this mobo? Should it really be 200MHz instead of 272MHz? If so, why does system works PERFECTLY with Ubuntu but not with Windows 7 64-bit?

@TomWijsman Unfortunately my CCleaner got rid of it. Maybe next crash... As for shell extensions you made me realize that I mistakenly wrote "right-click" when I actually mean "left-click". Thanks for that +1.
