I haven't been able to get RDP to work yet, with which to check that kind of detail, though AWS trumpets its convenient out-of-the-box configuration. I've spent hours going in circles through the AWS console trying to find ways to config this (and, per your suggestion, listening ports), without success.

Leaving out the port from the server name in Mgt Studio (1433 is the default, after all), I get "...network-related error...network path was not found". My machine can resolve the instance path, so there's that, but pings are not returned.

Small update: based on docs.aws.amazon.com/AmazonRDS/latest/UserGuide/…, I tried connecting to the instance endpoint (mydbname.subdomain.region.rds.amazonaws.com) with the port separated by a comma instead of a colon. This gives "...network-related error...attempt failed because the connected party did not respond..."

I'm confused. Why would your Win 7 machine need to host anything? You are trying to reach the AWS server from two different clients, one of which works, right?

The scenario I have in mind is where there is adequate memory and minimal disk I/O - high CPU usage alone is sometimes enough to make the OS GUI almost unusable. My understanding is that no matter how much CPU time an app wants to use, the OS can/should/is reserving a chunk for itself, so as long as there's not contention for other resources, the GUI should remain responsive.

Nope; as illustrated in the pic, I'm talking about Opera. The shortcuts shown do correspond to the sequence that pages appear on the Speed Dial page at the moment, though this is not always the case: I added a new page to the start of my Speed Dial months ago, but it just recently appeared on this list.
