No, I first encountered this error after upgrading to Xcode 4. My Xcode version? Xcode 4, dunno the subversion right now as I'm booted into Windows. Permissions could be the issue, dunno.

Maybe Connectify is doing this. It's a program that lets you share your internet connection with other devices--I used it to root my Nook. But I'm not sure why it would need to change my DNS server in order to do this.
