Ubuntu really is software (but not an application). It is a valid suggestion to use another OS to manipulate files for the first OS that would otherwise be locked or read-only.

I had a similar experience. I solved it temporarily by removing the power to the USB hubs. Powering the USB devices themselves (the ones that could) was OK. But I will have a problem the day when I need to connect a device that draws too much current and can not be powered independently.

This hanged when tried on Ubuntu 14.04 (Trusty Tahr) for a remote server (same LAN) for closed ports (it timed out after about 127 seconds) - thus not very suitable in scripts. It did work though for a service that had a port open, returning 0. Using option "-w2" could be the solution.

However on ports that were not open it timed out after 22 seconds (tried on Ubuntu 14.04 (Trusty Tahr) for a remote server). Interestingly, the timeout period is much shorter than the one for nc (see thnee's answer).

Yes, this is better - timing out almost immediately for closed ports.

This also seems to work in MinGW. For instance, a remote VNC server on 192.168.2.100 responds with "RFB 003.008" by using "cat < /dev/tcp/192.168.2.100/5900".
