The root certificate I see is "Equifax Secure Certificate Authority" as the root. Chrome also uses certificate pinning for Google's own websites.

At the command line you can run net use * /d /y - that'll cause Windows to forget any cached credentials you have to an open network share. I typically have a shortcut that points to cmd.exe with -k net use * /d /y as arguments for this very reason.

I've seen some really goofy problems for this with sound codecs. consent.exe plays a sound when it pops up, and if you have a bad audio driver, consent crashes. Try booting into safe mode and turning off your audio drivers.

I was really happy to find this, so in 24 hours (when I can award the bounty) I'll give it to the accepted answer (which worked well enough for me). Sometimes I find an answer that is really worth more than an upvote. This is one of those times.

"Does this solves the issue?" Yes. I had never thought to check Add Ins or things link that since this was a bare Windows 8 install. It seems that it got installed somehow, or came pre-installed.

@Ramhound I disagree. I believe IE is doing this, similar how Google Chrome will show things in Google Translate if it detects content in a foreign language. I looked at source of the HTML and wasn't able to find that. I also tried loading the window in Chrome (even though the JavaScript doesn't work), and it didn't try to reach microsofttranslator.com. At least the DOM was able to load. It would also be insanely stupid of Cisco to put translation code in their Web GUI.

+1, but I would use get-location instead of GetCurrentDirectory. Remember that PowerShell does not always mean the file system. Using the registry snap-in, I could use cd hkcu: and now the prompt would be totally off.
