comment Does a computer connected with a 4G USB dongle have a unique public IP address?
You're more likely to get a unique IP address if you use a wireless operator that supports IPV6. Does the other device that will be sending the udp packet have IPV6 connectivity?

comment Can VPN steal passwords from client?
However, if you install software from the VPN provider on your computer, that may enable them to set up their own certificate as a trusted signing authority and use it to spoof SSL domains. If you want to be entirely safe, only use a VPN that you can connect to with your OS's standard VPN client -- don't install any of their software.

comment Connecting via SSH to machine without SSH server running OR how to reuse existing ssh conenction reverse
@WakanTanka Yes, I do know of such a server. It's called telnetd. That's what telnet is -- it's a server that just receives incoming connections and executes a shell to handle them.

comment Please explain what the Error with OS X 10.10.2 and MacWinDjVu (does not open any more) is and how to solve it
Have you ever run MacDjView successfully under OS X 10.10.2? Under any version of Yosemite? It's a very old application that's had no updates for nearly a decade, and it may simply not work under Yosemite -- Apple improves stability by not being as careful about backwards software compatibility as Microsoft.
