It's just that... my answer/solution/fix is not perfect as existing files are permanantly corrupted. The "how to revive" was just to ask for a better answer that will preserve existing files. otherwise, most people will come and go, seeing that I answered my own question. anyhow, I strike of that line already.

I opened the files originally created in Notepad++, with notepad.exe with the encoding settings as you advised. but the decoding seems to fail. still garbled text or bunch of "????"

My experience is that HTML/PHP pages when saved with BOM does not display corrrectly with "content="text/html; charset=UTF-8". In any case, I think this is a windows bug because as i mentioned, previously it worked, just not now. Maybe someone knows a KB related to this issue?

I know this post is a bit old, but i currently have issue with win 7 and notepad++ not displaying UTF 8 without BOM when the files were initially created using notepad++ v5.9.6.2 itself.

@afrazier no i did not restart the computer because changing it in Control Panel\Appearance and Personalization\Display only instruct me to re logon to the profile. Maybe, yea, I could have worked too.

@tombull89 is the $ automatically appended to the name by the system or can I manually rename my drive name and it will magically become "hidden" or "admin"?

@tombull89 I edited the AD object name for clarification. Even the SQL created group has $ in it.
