I opened the files originally created in Notepad++, with notepad.exe with the encoding settings as you advised. but the decoding seems to fail. still garbled text or bunch of "????"

My experience is that HTML/PHP pages when saved with BOM does not display corrrectly with "content="text/html; charset=UTF-8". In any case, I think this is a windows bug because as i mentioned, previously it worked, just not now. Maybe someone knows a KB related to this issue?

I know this post is a bit old, but i currently have issue with win 7 and notepad++ not displaying UTF 8 without BOM when the files were initially created using notepad++ v5.9.6.2 itself.

@afrazier no i did not restart the computer because changing it in Control Panel\Appearance and Personalization\Display only instruct me to re logon to the profile. Maybe, yea, I could have worked too.

@tombull89 I edited the AD object name for clarification. Even the SQL created group has $ in it.

@user958405 If it's plain HTML, you do not need anything extra other than the browser. If its a script like PHP, it will not render in a WYSIWYG editor without first installing PHP. In the latter case, you might as well run a local HTTP-server like RedGrittyBrick suggests. That said, WYSIWYG in the editor is not always the same in the browser you end users use.

In response to the link you provided: I use 2 monitors, one with notepad++ and the other with FF, IE and Chrome. I edit in notepad++ and hit the F5 in the browsers. Not "real-time" but it works!

Typically, users have permissions problems once a month, if any, when they go through the AD passsword mandatory change. This guy issue is that his problem persisted in various forms, and this time I cannot solve it.

@KCortreau the DNS is set to "automatically detect" and ipconfig shows 192.168.x.y, the same Win2k3 server. Which I believe would be correct. Internet, Skype etc are working fine.

I know it's useful for troubleshooting headers. Been using that too. But I find that it complicate things for normal usage at times due to servers/client not supporting the file format or have problems parsing it to the point I thought that it is not a specified standard; or other issues like unable to search for the mail. For long chains, I personally trim them before forwarding.

I just measured the plate longer-side, depending on where I start to the L-shape bend, it measures, 3.3 inch, 2.85 inch, 2.7 inch. I hope it is the half-height standard and that the ATI 3470 comes with both standard and half brackets.

yes, reboot many times already. I finally managed to remove the profile files and folders by going into Safe Mode and brute force registry delete and permission settings. I still hope to know the proper way to doing this.

There is only an Administrator and a Guest which are both the built-in accounts. When I first "created" the account, I simply go to "User Accounts" and then add the domain\ad_user and set him to Administrator. Is what I did correct?
