I can only choose between Programs and Background Services there. Since Windows File Sharing is a system service, I suppose I should keep it ticked to Background Services, which is the default...

You can still troubleshoot according to the rest of that post. The bit about the BIOS was specific to that user. I've been in exactly your position and found that my mobo was the culprit, but I made sure I was 100% sure of it before buying a new one. Any part of your computer could cause it to hang right on boot.

Which version of Photoshop do you use? I'd like to know this as well, but it would help the helpers if you specified. I use Photoshop CS5, and experience this behavior.
