This is causing issues allow_writeable_chroot=YES and with that in place it won't start at all. And now even without that I cannot log in at all via FTP.

@MariusMatutiae starting like that helped, it gave me an error root@server:~# sudo /usr/sbin/vsftpd 500 OOPS: unrecognised variable in config file: allow_writeable_chroot. I have removed the offending line, but presumably its needed?

The status is vsftpd stop/waiting and the log doesn't have any errors, just client connections.

Ah. Thank you. So by entering a passphrase you are actually un-doig the usefulness of this (assuming you're doing this to avoid entering a password).
