So, what I did to "fix" the problem was, from host A, ping -i 0.1 B and have that running constantly. A tad wasteful, but ssh is usable now.

Yes, after some experimenting, I think this is almost certainly what is going on! If I set the ping interval short enough, the problem goes away entirely. Unfortunately, the driver doesn't seem to support disabling power management so I guess I'll have to live with it for now. But at least now I know the cause. Thank you so much!

Thank you for the suggestion, but this is an issue that occurs during insert mode with hangul mode on (which I need it to be) so I don't think this will solve my problem.

Ah I had been wondering if an input method framework might get me there but I had been utterly at a loss where to begin. Do you know any references or examples to start with for my kind of unusual goals? Also, which do you recommend -- scim or ibus?

On Linux (which is what I am using) there may be a way to do this, too, but I am not sure how. The usual way of remapping keys through xkb makes it hard to produce multiple apparent keypresses in response to one actual keypress.
