It depends on the target system. Is it a virtual machine? Is it a laptop? When you ask if there is a program to install the answer would be "Technically yes" but considering the way you worded your question I would have to say no. WDS for PXe booting or other server that dishes out network deployment.

$LastMonth = [DateTime]::Today.AddDays(-5).ToString("yyyy - MM") Will give you 2014 - 09 as a result which can be passed into the name of the file. If you are running the script on the 1st or 2nd of every month than you only have to subtract 3-5 days to get the previous month.

I think you are going about it kinda in a wrong way. Please refer to How Can I Open CMD in specific Folder By that cmd /K "cd /d C:\Folder\Folder will open CMD in C:\Folder\Folder

I agree with Ramhound. Since your modem is "power backed-up" you don't need to split the CAT cable before the router but you need to set your router on a UPS and have a Laptop CAT cable plugged into it. There is still a chance it won't work.
