These days, the CMOS battery is not used to maintain BIOS or UEFI settings as they are stored in flash memory (which does not require power to maintain) on modern systems. Instead, the battery is used to maintain the system clock when the system is off. Hence, it is more properly referred to as the RTC battery. (Older systems used a CMOS SRAM to store the BIOS settings, which requires power to maintain; this is why it is called a CMOS battery even though this name is no longer correct.) +5VSB is used for standby power. Cutting that wire will likely cause the system to fail to turn on or break functionality that is available when the system is off (e.g. USB charging) as modern motherboards does need some power even when the machine and CPU is off.

I'd look into using DHCP reservations instead. Reserve the address you want to assign to the device and remove any static IPs you may have assigned.
