Inspired by Thaddeus at Science Fiction & Fantasy Stack Exchange, I'm developing a new post style to make my answers better and more readable. I expect this style to evolve over the coming weeks and months as I continue to work on improving it. I'm a computer and tech enthusiast with a variety of interests, from video games to fountain pens.

64-bit Windows cannot run 16-bit applications because a processor in 64-bit long mode cannot run applications for real mode or virtual 8086 mode. As such, this answer doesn't seem to be correct.

@Xen2050: I'm not that paranoid—the last several times I sent in my HP laptop for repair, I took a system image, removed a few programs, created a new administrator account, and deleted the normal account and associated data.

@Xen2050: The OP isn't experiencing a delay at POST. The computer just powers up and turns off. When it fails to boot, it won't even get to POST, for that matter.
